I am not saying that one story excludes the veracity of the other, but I think they shuffled the born of the song with the releasing idea of Manilow, both found in SongFacts.com:

Across the top of the card were simply the word ‘Can’t Smile Without You’. I was immediately drawn to the slogan and during the drive home from Hampstead to Harrow, a journey of about 30 minutes, the song was written.”
“One of Barry Manilow's friends was inside of a gift and card shop one evening shopping for a ‘I miss you’ card for Barry, as they were now far away from each other. He purchased a card that read ‘I can't smile without you’ and sent it to Manilow. Barry read the card, got an idea, and showed it to record executive Clive Davis who thought it was a wonderful song. It proved to be a worldwide hit.”
Who wrote this song was the aforementioned David Martin in partnership with Geoff Morrow and Christian Arnold back in year 1975. It really became known in the voice of Barry Manilow, but The Carpenters had already recorded it for the album “A Kind of Hush” in 1977, and Engelbert Humperdinck in 1976 for the album “After the Lovin’”. Here. Of all the recordings, only the version of Manilow has whistles. It is also the most delicious to hear, in my opinion.
